In recent years, a trend has become increasingly apparent: many people are leaving urban centres such as Berlin, Hamburg, Munich or the major cities in the Ruhr area and are increasingly moving to the surrounding areas. According to a study by the Federal Institute for Population Research (BiB), the surrounding area, consisting of small towns and rural regions, recorded an increase of 1.8% in immigration compared to 2019 - the highest level in 30 years.
The trend, which was already recognisable before the pandemic, has intensified with the coronavirus crisis. Major cities such as Berlin have recorded continuous population losses since 2014, with Berlin alone recording the highest decline of almost 15,000 people in 2020.
It is particularly noticeable that families in particular are moving to the surrounding non-urban areas. This age group, often aged between 30 and 50, is increasingly leaving the urban centres and looking for a new home in the rural districts. The district of Dahme-Spreewald in Brandenburg has seen a particularly high influx of this age group.
From January 2024, stricter regulations will apply to new buildings, especially in new-build areas. Only heating systems based on at least 65 per cent renewable energy will be permitted. Existing buildings and new buildings erected in gaps between buildings will be given longer transition periods in order to better align investment decisions with local heating planning.
